It was in March 2007, when GIZ requested assistance from with a Letter of Inquiry to the Gates Foundation, to obtain funding for their envisaged programme Controlling of Opportunistic Diseases in the African Great Lakes Region:

The project aimed to empower existing health systems to address opportunistic and neglected diseases (ONDs) efficiently, and to enhance financial access to their diagnosis and treatment: Thus, existing epidemiological surveillance systems in the area of ONDs will be strengthened to facilitate preventive, clinical and health system management. National AIDS Control Programs will be assisted in OND knowledge and skills dissemination, and in sensitising the general population and PLWHA on essential aspects of ONDs, with a particular focus on mobile populations. The management of related health care commodities will be strengthened, while selected reagents and drugs essential for the management of ONDs will be co-financed, easing access to early diagnosis and treatment with secondary harm reduction, lower costs per treatment episode and an increased likelihood of a timely return to gainful productivity.
